之前数据仓库出现数据对象不可用（权限不足、文件丢失等造成无法读取）的时候会自动重置整个数据仓库 #6144

后续改为不再自动重置以便让外部文件系统相关问题尽早暴露，同时减少因为自动重置而引入的其他问题，比如 https://ld246.com/article/1710162359256
