Describe the problem

复现步骤：

1. 导入 123.sy.zip
2. 打开文档
3. 马上向下滚动一会（保持鼠标滚轮一直在动），整个文档300个块，大概滚动到 2/3 的地方
4. 再向上滚动（保持鼠标滚轮一直在动）
5. 滚动一阵子就会出现无法再向上滚动的卡顿，两三秒后恢复正常，或者直到停止向上滚动鼠标滚轮后恢复正常

Expected result

向上滚动跟向下滚动一样流畅
