打开集市，应优先加载已下载

system-log.zip

本地优先，但网络变差之后已下载的也加载不出来：

等了 7 分钟，换了个网络才能加载出来：

还是会先查询是否有更新，没有优先加载出已下载的包

能不能把顺序换一下，先加载已下载的包，然后再检查更新。检查更新不要阻塞
