移动折叠标题时不再移动其他非折叠标题下方块

如果有多个标题，标题下有内容

1. 折叠某个标题并使用ctrl+shift+↑/↓移动
2. 移动后展开标题时，会吞并其他展开标题的内容
3. 标题展开状态下撤销会恢复正常，折叠状态下撤销会丢失内容，具体见视频，是严重的bug
